can-do spirit
In your context, this might work:
mette l’accento sulla cultura del fare, su un percorso punteggiato di
underscores the can-do spirit of a track record studded with
More generally, I suspect the Italian idiom owes at least something to American English. Silvio Berlusconi's phrase "il governo del fare" seems to echo "can-do government".
I tend to agree with Tom that "culture" doesn't really work in English since the "cultura del fare" referred to is a quality of the author's restricted group, not of society in general.

Culture of getting things done
With the new context, then I would use this "getting things done" is also quite a catch phrase.

: this is what it means; as for the Italian government, the things they do are unspeakable, that's why they don't want to talk about them;-)

putting our money where our mouth is
Without more context it's hard to tell if this would fit, but it came to mind...
put your money where your mouth is
informal
to show by your actions and not just your words that you support or believe in something
(Definition of put your money where your mouth is from the Cambridge Advanced Learner's Dictionary)

Having finally (!) been given more context, I would put:
actions rather than words

Discussion
@Ernestine: Sorry you thought it was a "what a waste of time". I found the entire discussion rather interesting ;)
Thanks
Your suggestions are all very good but they don't quite fit the bill.
