you search alta valle in wikipedia and as far as i understand, no, it is not an ex. of valley, nit is rather a region of valleys

In Piemonte, we have the Bassa Valle di Susa and Alta Valle di Susa, which I've seen translated into English as Lower Susa Valley and Upper Susa Valley.

upper and lower valleys
Although both upper and lower and high and low are cited, a valley in itself is used to refer to where the land level drops and therefore using the term "high" would seem contradictory or conflicting.
