What exactly does the "con provvedimento del 28.11.03" part mean? What does it have to do with the decree?

unfortunately that's about all the context I have. I know what decree 259 is about, but I can't find anything that talks about the date 28.11.03. Here's more of the sentence:

am not convinced of our peer response on enacted on... but I might be wrong, i beleive it is the enforcementlegislation subsequent to the law (or enabling legislation, or enforcement decree or whatever you may wish to call it) To my mind it is the second stage after the legislation is adpoted and enacted, when the details of it are given for implementation. if of any help, though in French beleive this is "décret d'application" tofurther elucidate wat tried to explain in English where exact coincidence is more difficult, that is why prefer to give you the French as well!!!

In the UK, an Act could be passed on one date, but brought into force - by 'Statutory Instrument' - with a commencement at a later date which is usally to be found right at the end of the statute itself.

D. LGS 259 on telecommunications. This brings up a doubt on provvedimento. Could it be a "provvedimento" of the Autorita' Garante per le telecomunicazioni? If so I would probably use "ruling". But for a more accurate answer I think we need more context.
