This is clearly referring to the Italian transposition of the IPPC Directive into Italian law, so the terminology in the reference document should be used (link below). This means the query is "self-monitoring" and "planned inspections", which makes more sense. BTW, in this context, "gestori" are the operators, or owners of the plant - the legal responsibility is theirs.

I am sorry Phil but I beg to differ.
The fact that they take the time to differentiate between controlli and auto controlli indicates in itself that the first requires human intervention and the second does not.

I'm pretty sure it has nothing to do with "automatic". I think it means "self-regulation", but until the asker gives some context it's difficult to suggest an answer.

Internal monitoring is what they do themselves; external monitoring is done by outside bodies. I think a literal translation, "monitoring and self-monitoring" is confusing and repetitive.

disagree Catherine McNabb Byrne : No it isn't. This looks to be technical material (specs, SOPs, etc.). If this is the case there you have to use the correct term - as used in regulations, standards, etc., however repetitive you might find it.

In this kind of context, "autocontrolli" is the self-monitoring system, arrangement, etc., meaning monitoring that is performed by the company's own personnel, as opposed to monitoring by an external specialist. See, for instance, EC Reference Document Integrated Pollution Prevention and Control (IPPC), Reference Document on the General Principles of Monitoring, July 2003, link below.

so it's automatic devices
