Would "dormant" or "woody" be more appropriate here? The context is potted vine cuttings, so dormant (i.e. in winter) would seem more likely to me. This is for an official glossary, so I need to use the correct terminology.

winter grafting
FWIW I have heard to it referred as winter grafting/pruning.
The first reference refers to winter grafting.
The second online reference is to an Italian gardener performing the winter pruning of an apple tree, which is referred to here as "potatura in bruno". (He also does some rather nifty grafting).
