Octogésimo cuarto: Que adicionalmente, y con el objeto de evitar que TCH vincule implícitamente otros productos o servicios a la banda ancha, como ocurrió en la especie con los minutos de tráfico de voz, se le ordenará establecer para sus ofertas conjuntas precios que no tengan por objeto restringir la libre competencia y sean superiores, a lo menos, al precio de venta por separado del producto o servicio integrante de mayor valor;

The part "... sean superiores". Is it saying that the prices SHOULD be higher or should NOT be higher? Not sure whether the "no" that is with "no tengan" is carried forward to the "sean superiores".
