I assume they must be using 'termine' to mean something like 'goal' or 'purpose', as I can't see why they would only be interested in seeing that the procedures were working at the end of the project (as presumably they should be working throughout). Any ideas?

"termine" is the end in this context, whatever the logic. I can't imagine anything else.
