I can't think of a snappier way to say it, but the artist in residence has carte blanche to put the program together. Maybe complete artistic freedom?

I think this freedom to program is from "square one" or the very beginning of the festival/season, so perhaps "DI chilometro zero" would have been a better way to say it than "a km zero". In other words, not in terms of location since the location (an auditorium) has already been specified.

Freedom of programming on you/our doorstep

In economics, 'chilometro zero' refers to products made and sold in the same area - 'on your doorstep' might work here, but I'm really not sure.

complete freedom to program local events

I would rephrase like this:

In (or -due to) her/his role as a resident artist, XXXX has been given complete freedom to program local events/ events in the area .

or complete freedom in local programming.

it would flow well with what follows.
