[Note 'provinisti' is an uncommon term in Italian in my opinion in this sense - and I'm assuming its translation by context only. I would be tempted to substitute 'testers' to 'engineers,' 'test labratory' or similar - depending on context. If it's part of the contract specifications and general documents - I'd use 'Engineer' with a capital 'E.]

The 'provinisti' would likely be the people performing the materials tests on the ''test bars.'

I would give high confidence for provinisti, but low confidence for the sense of this sentence: average is medium confidence. Maybe with a little more context....
