I would be tempted to substitute 'testers' to 'engineers,' 'test labratory' or similar - depending on context. If it's part of the contract specifications and general documents - I'd use 'Engineer' with a capital 'E.]

I would give high confidence for provinisti, but low confidence for the sense of this sentence: average is medium confidence. Maybe with a little more context....
