If that "norma" really is European Directive, then it is a European Law which must be implemented in Italian Law with a Law in Parliament. I have given you the standard translation which I and others use

A standard is a different thing in English, it is not a law. Standards are produced by certification authorities like ISO and UNI, not by Parliament.
Like it :) ! It's horrible, but it is law not poetry.
