In England at least, wine can only be served in specific quantities -
"still wine and fortified wine, when sold by the glass, must sold in specified quantities of 125 ml or 175 ml or a multiple of either;"

This obviously isn't the case here so I'd go with "by quantity", maybe, although I still prefer by weight for meats.
