From a prospectus for a global IPO prospects, there is a description of all the bank's various subsidiaries, one of which:

è la societa del Gruppo specializzata nella
gestione di fondi e al ddmmyy si avvale di n. 999
risorse, di cui n. 111 dedicate all'attivita di gestione.

What is the meaning of 'risorse' here?

In IT usually the term RISORSE is used both for people and money moreover than computing resources of course.
I guess in this field the meaning can be the same.

do we know whether these people are actually employees, as opposed to contract staff, agency workers, etc? Best to be conservative with a more general term unless it's clear.

Plainly and simply "it has 999 personnel". That is all the Italian says, no more and no less. You would use the term "people" in this context and part of the document.
