Is it possible these accounts have been translated from English into Italian? That might explain the use of "eccesso" instead of "eccedenza", and the "off" in your other question looks English too.

It's not a standard term because it doesn't get any Google hits. The easy way out would be "gross operating surplus".

This is a standard term, Earnings before Interest (Oneri finanziari e spese assimilate) Tax (Imposte) and Depreciation and Amortisation (Ammortamenti e pagamenti -off), where I have no idea what the pagamenti -off are. If this is a nonprofit organisation you could put "surplus before interest, taxes etc."

Gross surplus in operational funds

the other alternative "gross operating surplus" is a term more frequently used it would seem, in broader state-economics than company-specific accounts, so I would avoid that. http://en.wikipedia.org/wiki/Operating_surplus
