These two needs lead us to propose seven

• more healthcare should be provided at home
• new facilities – polyclinics – should be

of services than currently offered in GP
practices, whilst being more accessible and
less medicalised than hospitals
• local hospitals should provide the majority of
inpatient care
• most high-throughput surgery should be
provided in elective centres

Ho interpretato "high" come se fosse attributivo di "surgery"; in caso contrario sarebbe: "La maggior parte dell'elevato carico di lavoro di natura chirurgica".

Più che alla difficoltà/complessità degli interventi, credo che 'high throughput' si riferisca alla quantità degli stessi. Penso che qui si faccia riferimento ai tipi di interventi molto comuni/frequenti. Aspetto conferme o smentite!
