This is from an airline annual report. Unfortunately there is no context, preceding or following. It is merely listed in a table. A prior table discusses the "forza media retribuita" which I guess is the average salaried workforce. The forza puntuale is actually higher than this last category by a little bit. It too breaks this category down by directors, managers and employees, and laborers. Again, that's it for the context.
I'm just not sure what the criterion is here. Any advice would be greatly appreciated. Thanks!

This will be the same as year-end for an annual report, or the end of period for any report. It has the advantage of not requiring any assumptions to be made. Like "puntuale" it will work for annual and interim periods.

: You wouldn't put the current workforce in an annual report. Apart from anything else, it changes from day to day.
