This has been bugging me for the longest!

Translate each phrase separately:

-The event took place in 1999.
-The event took place in 2002.

Why does one go with the preposition "DE" next to the year, while the other one uses "DEL". If both years should be accompanied by the same type of word, why the difference?

If you ask me, "DE" next to 2002 sounds ugly. It might be the right answer, but it just doesn't sound right.

You can't use "de" with either.
What you must be referring to is the use of "de" with full dates, like May 5, 1999: 5 de mayo de 1999.
The use of "del" is restricted to dates between years ending in 00-09 in informal use; e.g. 5 de mayo del 2002.
However, the Spanish Royal Academy recommends the use of "de" in formal writing, letters, etc. i.e., 5 de mayo de 2002

Good job! I knew I worded my question wrong! I'm just a newbie, y'all... Great answer though. So I guess in speech we use "del" and in writing we use "de". Sounds good.

Y "El acontecimiento tuvo lugar en 2002".
No termino de entender la pregunta. Si se refiere al uso "de 1999" y "del 2002" en otras frases, el "del" ha desaparecido practicamente desde que empezó 2000. (Al igual que he escrito "...empezó 2000" y no "...empezó EL 2000". No hay motivo alguno para tratar de forma distinta a los años que empiezan con "2".

Explanation:
Hay una norma de la academia según la cual lo correcto es decir "el acontecimiento tuvo lugar en 2002". Es cierto que al principio suena raro, pero nos vamos acostumbrando. Se puede evitar este problema diciendo "el acontecimiento tuvo lugar en el año 2002", que también es correcto.

El acontecimiento tuvo lugar en el año ....


Explanation:
If you do not want to use "de", you may either just write "en 1999" and "en 2002, but if you don't like how it sounds, you may use what I suggested above.
I have discussed this with colleagues which do not like just "en 2000", etc. and the only logical solution could be the use of "en el año".

I think this is your question. El 28 de enero de 1999 / El 28 de enero de 2002 (del 2002).
De 2002 is the right way, recommended by the Real Academia. Lots of people don't apply it, for a question of sound (it sounds ugly as you say).Why does it sound ugly... I don't know :-)
If you say
Eso ocurrió en 1999 / eso ocurrió en 2002 it sound as something was missing, we'll say en el 2002... Same reason I don't know :-)

Explanation:
A good question. But in this case the diference is between "en 1999" and "en el 2000". I cannot think about a rule for it but you say "en el 200 A.C" (old ages) and you start saying "en" or "de" from 1200 more or less. About this century the only I can say is that most people say "en el 2000" "del 2000" and I guess it will be like this from now on.
