I would say flounce would be the correct term, however it would depend on the context.
Flounce is not a particularly 'high-end' fashion term. "Frill" is another option - but has rather "oldly worldy" connotations....
If I were translating this I would probably re-work the sentence to give a feeling of floaty lightness, weightlessness.
An image would also be useful though.
I'd be tempted to be creative with this term (e.g. train, as in the rear portion of a bride's dress?) but it would depend on the brand & audience.
