a bit more context would help

there seem to be no stabilizers
the way it is written makes me think that the person is somewhat "amazed" thare there are not stabilizer fins. It states that while the main propulsion is performed by a fixed pitch propeller there seem to be no stablizers. It makes sense but it is written badly
