This is a manual about the work done by a tug boat company in a port. The above is from a list of duties carried out by the "Quay Master". I am not sure if they are referring to work done on tourist ships (cruise liners) that may dock there or not (just a guess)! I know I am not giving much info. but none of the other points in the list are of much relevance. It's a long shot, I know, but hope someone might be able to help.
