I know it is more than one term but you really need the whole sentence. It is regarding hair styles.
Allow my to give you a little more context:

All eyes will focus on this androgynous chic / this a.c. will have eyes out on stalks
I have suggested these two based on my translation of "ogle" for this term. I don't think ogle gives a very positive connotation. If "Eyes out on stalks" is a bit strong, "all eyes to focus on" is quite common IMO.

"somebody's eyes are out on stalks (informal) also somebody's eyes are popping out of their head (informal) - if someone's eyes are out on stalks, they are looking at someone or something in a way that shows that they think that person or thing is extremely surprising or attractive
Usage notes: In funny drawings, people and animals are often drawn with their eyes coming out of their head to show that they are very surprised.
You should have seen Pete when Bec turned up in her short skirt. His eyes were out on stalks."

In this case "fare l'occhiolino" means that you look to something with desire, you want something or you want to look like something.
Another option would be:
fare l'occhiolino a qualcosa: to fancy something
From the Treccani dictionary:
occhiolino s. m.
