I am wondering how "sviluppano" works in this sentence.
I am translating a insurance document from a pharmaceutical company which concerns a drug protocol.
The problem (for me) is that I am trying to understand who they are saying is covered.
Here is the title and the paragraph which follows:
Tutti i soggetti che sviluppano la sperimentazione
L'assicurazione copre anche la loro responsabilità personale, escluso il caso di dolo. L'assicurazione vale anche per la responsabilità civile che possa derivare al Contraente e/o Assicurato da fatto doloso di persone delle quali debba rispondere.

: It does not sound logical that the insurance is what is tested as you suggest; typically, the products themselves are what is tested in trials of this nature.
