It seems to be payment for the settlement (oblazione?) of illicit construction, but I can't figure out how "definizione" fits into it, and I'm not sure whether or not there's a specific term for it in English.
For "F24" I'm using "F24 form" since you can't really call it anything else.

Hi Katy - "definizione" in this case means "closing the case"....i.e. paying the money and this getting your case archived. In a past life I did a lot of "condoni edilizi" - after the paperwork is all done, the last thing the property owner has to do is pay the "oblazione" and thus the case is "definito".
