sounds like there is some type of "inspection certificate" that is issued by the authorities when a building conforms to the prescribed fire code. this certificate seems to take the form of a "nulla osta"

The Commission shall require all applicants for alcoholic beverage licenses to submit a valid certificate of inspection, as provided for in the state building code, from a local inspector as defined in chapter 143 and counter signed by the head of the fire department, as defined in chapter 148 for the city, town or district wherein such liquor is to be consumed on the premises, will be sold. The Commission may rely upon said certificate as a rebuttable presumption that said premises conforms with the required inspectional safety requirements as provided for in the State Building Code.
