It seems that the standing flat fee for a Banca Popolare account includes expenses incurred for actually calculating (processing) the bank charges for the charging period, the period over which the fees are charged and for which they must be paid (where liquidazione means to pay).

Correction, the "charging period" is the period over which interest is charged either to the bank or the customer.
