fee and commission expense (UK) / non interest expense (US)

In the income statement of UK banks this is "fee and commission expense" with an "and" never an "or" and on the income statments of US banks it is "non interest income". You can refer to these as payables, but the caption in the income statment to whcih this clearly refers used the term "expense".
