to reply to your question, given the context, I believe "prodotti" is redundant - it is actually saying "if the plant is down and does not produce power".
The problem with energy carrier is that I have both vettore elettrico and vettore termico, which I have to distinguish.

I found a few hits for "vectors" in this context, but they were all translations. Here's another example:
"Interventi per l’uso di fonti o vettori più appropriati dell’energia elettrica (es: sostituzione scaldabagni elettrici)"
Who is supplying what to whom here? It doesn't sound like the power station supplying power to the consumer, because it says "mancata fornitura dei vettori elettrici prodotti". In other words, something is being produced but not supplied.
