Offices are already seeing the first niche LED applications with for example desk lights and particularly emergency lighting which is now taking off. However, as replacements for conventional general lighting (for example fluorescents with luminaires optimized for them), LEDs are still some years off because the cost / lumen ratio is still too high - performance will have to improve (at least >80 Im/w at a system level) to compete. The opportunities for LEDs to add new lighting in offices is significant.

Credo che qui, più che nel senso di "a livello sistema" generale (ed eventualmente si potrebbe anche mantenere "a livello di sistema"), si possa intendere sistema come "impianto" nel senso di riferimento al valore di illuminazione che dovrà raggiungersi nell'impianto/ sistema concreto dove il prodotto viene effettivamente montato:
"deve essere almeno superiore a 80 lumen per watt a livello di impianto"
