The time when 15 diplomats were deciding for a text which is hierarchically superior to that of the Constitutions of our countries (which have been adopted and revised by special majority and not unanimously) has passed. The N.G.Os as well as the active citizens who support the political union of Europe, the creation of a European Federation and the adoption of a European Constitutional Chart are on the alert and will oppose to such an intergovernmental approach of the united Europe because the dead-ends in which will lead us are now more obvious than ever.

This famous document presents many points of interest. Two features of it are particularly worthy of notice. (1) As a statement of what the restored Bourbons would accept, it exhibits some of the most important permanent gains of the revolution. This may be brought out by comparing it with typical cahiers of 1789 or with the constitution of 1791. As the frame of government under which France lived until 1830, it is an excellent starting point for a study of that period. The phraseology of the document requires careful attention.
