Asker: The key is "carenze" (a Mexican revolutionary?). A further reading of the text reveals that the "carenze" refer to deficiencies in their internal controls to detect money laundering. So the "addebito" seems to be a sort of penalty or charge. My first impression was that there was some sort of shortfall they had to make up for, but I now I think it refers to methodological failings.
