Still translating an article about an obstetrician and her views on permanent contraception and its place.

My brain is confused, does this phrase refer to "procédures" or the "centre de planification", here is the context:

Parallelement à mon activité obstétricale, je réalise des procédures Essure depuis plusieurs années dans le centre de planification dont je suis responsable, et j'ai pu constater la stupéfaction des femmes auxquelles j'ai répondu positivement à une demande de contraception définitive, ou auxquelles je l'ai proposé spontanément.

I have a feeling it refers to "centre"..

Use center as in medical center or whatever you want. But it definitely refers to "centre".

I am paraphrasing a grammar book here (A new universal French grammar By Nicolas Hamel):

The relative pronoun "of which" is usually expressed as "dont" when it immediately follows the antecedent, otherwise it is expressed as "duquel"
