I think the repeat may mean the acronym is a plural, but I am still lost. Here is the sentence, which refers to subcontractor field staff having the authority to stop work (in this case drilling in an oil related scenario) if they encounter problems. Here is the sentence:

"Il personale ha la facoltà, allorquando ne veda la necessità, di non eseguire attività (andando anche in contrasto con le posizioni delle PPAA) se queste, a giudizio del tecnico non presentino un sufficiente margine di sicurezza."

Not sure if this is an agency, or merely refers to the client who gave them the work order.
