Thomas, this is not as confusing as it may seem, the author is simply saying that for the purposes of his article, he is defining "municipal law" as he does. Whether or not my suggested translation is correct is another matter.

Asker: "national law" is definitely much easier to translate ;-) ---In der deutschen Jurisprudenz gibt es zwar den Ausdruck "munizipales Recht", der aber augenscheinlich auf (historisches) städtisches Recht bezogen ist.
