Portuguese to English translations [PRO]

Portuguese term or phrase: organico
I'm not sure whether I have selected the correct category for this. It's an official letter from Infarmed, the Portuguese Agency for Pharmaceutical Products, informing someone that they cannot accept his request to market a product in Portugal for the time being because: "De facto, dados os constrangimnetos com que, neste momento, se debate esta Autoridade Nacional, decorrentes, designadamente, da intensa participaçao na Presidência Portuguesa da Uniao Europeia, da profunda restructuraçao em curso no âmbito do PRACE e da aprovaçao dos novos diplomas orgânicos e da escassez de recursos humanos, nao é possivel, desempenhar a pretendida tarefa com os elevados padroes de qualidade que sao apanágio do INFARMED" Apparently a diploma organico is a document which approves and specifies the organic structure of Public Institutions, how they're supposed to function, but I have no idea what to call this in English
