estructura de personal//plantilla Explanation: Plantilla= pattern/template, but of course it also means staff, so no good, unless we just fuse the two and leave it as plantilla... But if we understand pattern as the hierarchy, then estructura is the option. Noted that plenty of hits for staff pattern on international google, but not on UK sites - expression maybe not used there. My first ref is US and the second is India.
