And we have nine working groups for IASIA Group.

So I should first thank the General Assembly last year that elected me to have this opportunity to serve.
And also I'd like to thank IIAS and IASIA Presidents, Secretary General and Vice President Wu and his staff and the Ministry of Human Resources and Social Security behind, supporting those events.
And also I'd like to thank my fellow rapporteurs who worked hard with me, starting from the very first day of the conference and trusted me to make this presentation on their behalf.

So, we worked forth and fast on sub themes and in many different workshops, I will give you a demonstration. And then our IASIA ** open core rapporteur, Professor Robert Cameron and he seats right there.

So, what I'm saying is that coordinating such a big conference with individuals coming from all around the world and so many different organizations is already a very daunting task and we did it. So it's a success.

Now, to summarize hundreds of presentations in three days in one hour time is mission impossible, but nonetheless we have to do it. And we split this in two sessions. You'll watch why we split this in two sessions.

Table of contents, this is what I'm going to talk about, rapporteurs job and our panels and our major theme, why we picked this theme and the views of our special sessions and the policy platforms and etcetera. I'll go quickly.

So, rapporteur general is an academic chief helping this organization to formulate the conference theme and the sub themes, drafts the core for papers, works with the Secretariat to elect rapporteurs ensuring regional representation, and you could see we have a nice representation of the world.
Then we'll introduce topics of present summary report to the conference and that's what I'm doing now and afterwards, I'll write a final report. So, if I have miss many things to fit the information to me we will add those into words. And then I'll be a guest editor in the working with our editor in chief for the International Review of Administrative Sciences on one special issue and then our fellow rapporteurs work together with me.

So, I think this is good for you to know what we are supposed to do and also for the new rapporteurs coming next year to succeed. This will make our organization more successful.

So, this one is called the Labyrinth of Panels. We have a very complex set of panels, so that makes very difficult, but that's why we should try to see.

We have Opening Ceremony, we have Plenary Sessions, we have IIAS in charge of research, IIAS as policy platforms one, two, three and sub themes one, two, three. So, this is why we have those fellow rapporteurs helping us to go through those. We also have Asian Group Panel, Host Country Panel, Local Host Panel, Special Topics Panel, Study Groups and other. And we also have a big lecture and then we have IASIA, which is a school, a set of institutes of Public Administration training and many many working groups.

So both of us are placing daunting tasks to make summaries for so many different panels. What happens after number five would be our * work, it's not my business. So [Laughing]

I think if we know this complex environment, we can understand why a lot of coordination works.
That's exactly what United Nations is all about, managing tough issues and doing it together.

Now this is 2000 United Nations'
Millennium Goals. It was made in 2000 and in finished in 2015. The main thing is to eradicate extreme poverty and hunger.
Now, I posted it just to make a comparison to show you what is the new one.

Ok, now this would be what we call 2030, they are the new SDGs Sustainable Development Goals, 17 of those starting exactly this year. And as of now, China's Premier Li Keqiang is making a proposal in the United Nations to * a first assembly about Global Governance.

Now, these are this year sub themes and our rapporteurs team worked together to draft these themes. So, the major theme from the Millennium Goals to these Sustainable development Goals, the major difference is that before we were talking about survival, meeting our basic needs and now we are talking about sustainability, environmental production, generation, equity etcetera. So that's the difference.
In the next fifteen years this is the goal of the United Nations and we discussed with our President and Secretariat and this also has become this year major theme and it so happened, it's what exactly China is pursuing.

Now, for the Opening Ceremony we had these people making presentations, all important leaders. Now, the ideas coming out of it: number one is we pay attention to Sustainable Development Goals reprioritizing the relationship between the economic development and environmental sustainability and social life. And then they talked about emphasizing Leadership, Governance Capacity Building, Universities, Laws and Technological innovation, Implementation, Integration, Innovation, Participation.
And they also talked about there are leaders everybody knows Michelle says “ They don't need to talk about it, China already knows what to do”, but no we have to learn from others.

So, those were the summaries of the views from that important session from these leaders and host countries also had a big session. A few Ministers made their presentations, talking about China's administrative reform, experiences and their commitment to Sustainable Development Goals and the global challenges. And one of the Ministers has proposed a few major things such as value recognition and accountability, governance capacity building, increase participation, learn from each other, collaborate to build new governance order in the world, articulating China's commitment to be part of the core pursuers of these Sustainable Development Goals.

And also Local Host talked about achievements and innovation efforts in Chengdu. They sounded to be very proud of it and the Asian Group of PA talked about urban innovations in China, Japan, Philippines and Europe and we shared many many interesting experiences of urban innovation and talked about unique challenges of Asian urban centers. And we also know our good friend talked about making a good framework of excellent description of PA development in Asia in comparative perspective and route for future collaboration.

So, this is a profound source of legacy for research. As a returned student to China, I know, I constantly find there are new evidences of when public administration started in China. When I was saying in the 1970s-80s, they say it started in 1930s
When I say 1930s they say “I show you evidence it started two thousand years ago”. So, we started, though, gradually.

And now, this one is for the Brics and there are special Panels. I will briefly go through those. So, many leaders from different countries and the study group talked about administrative reform with Chinese characteristics, streamlining administration, strengthening regulation, improving services.
And also Professor ** from Brazil talked about the rapid recovery after the economic crises, stable democracy and also talked about religious conflicts, sensible economic measures etcetera.
You could see I'm going through and our study groups talked about many different things such as civil servants and values.
Many of those, the good thing is they talked about it in comparative perspectives.
People are comparing China with France and Germany with China etcetera and the Netherlands and Uganda with other African countries and then Finland.

There were public trust issues, local government issues and actually some people didn't realize we had 17 deans of Chinese Universities around the country coming here for one of the local government session. They were at our party, but looks like not everybody knows, everybody **, so I realized it much later.

And then the Sichuan University, that's the local one, 19 deans, actions and experiences, and also the Sichuan presenter talked about in their particular session, their discussion was accurate, targeted poverty alleviation because President Xi already said in China we already alleviated 600 million people out of poverty and the rest of them, 70 million rest, but in his most recent speech he said there are only only 56 million people.
We are going to totally eliminate those people poverty in five years. So that was the goal China set and it's confident it can be achieved. So that was exactly what that group was discussing.

And now sub theme one and Professor Jose Olivera and put all those together in policy theme. There are many many sub panels over there and there are main ideas. There was a policy platform talking about the UN's economic social commission for Asia and the Pacific and how to implement SDG goals. I told that was a UN major mission and then we had a presenter that talked about trade-offs between sustainable development goals, between levels of government.

I will continue talk. Then, there were also discussions on trust, building capacity to coordinate the complex processes and the way we can have a conference of this complex together is already a success.
And maybe we can extend this experience into the United Nations and the World Bank and rapporteurs with discussing and maybe that's a possibility.
And also understanding the mechanisms and tools and practice to bridge relations between people and organizations and inequality issues and reform issues.
How the SDGs actually brought us an opportunity for further public administration reform.
So it can be another reform activity and so we make a good use of that.

And sub theme one [actually is sub theme 2] and Professor Joyce did a very detailed work. So that's why I won't be up to mention all those names or whatever, but in our final report we will put all those in and if we miss anything, and please do fit those information into us, we make sure it gets into the final report.

So, in this there are many sessions, 17 countries, 30 some papers talked about the feeling of chaos and the global trend
Sometimes people have losses, there are still conflicts, there are bureaucrats self and rent seeking behaviors and there are departmentalization of national interests or there are tensions between central and local governments, lack of better regulations on the sub level governance or resistance. So we need to have the right balance between regulation and enabling performance, between state control and flexibility, between topdown design with grassroots innovation.

And we also talked about public service crises can be a time bomb. You need to learn to be adaptive, need to be responsive, otherwise it becomes a problem. So we need to learn how to integrate citizen needs articulation with the steering of the society by the state.

Basically, it's saying if you live alone without leadership there maybe problems as well. So, it's not just only democracy, it's democracy with rationality and sense of direction.

And then how to persist with delivery of long-term strategic vision to handle acute immediate pressures such as migration, including rural to urban international, between international boundaries, healthcare, education and aging. It's so happened and maybe next year we might discuss migration and issues of those.

And the recognizing the leadership, the importance of leadership in developing and developing public governance and the leadership style should be different because there are different cultural settings we need to put them into place.

And also we talked about the UN Agenda 2030. It gave us a lot of opportunities to come and work together. Like just after the World War II, there was a big crises and people come together, but now the big crises is that the world seems to be unstable and needs more coordination and environmental protection sustainability are becoming our major problems worldwide.

And also it talked about that learning should happen at all levels, individual, organizational and national, maybe using that as a tool, as a strategy, a message to promote change and innovation.

And our third sub theme by Professor Kosuke Oyama basically in his section there are 35 abstracts, 18 papers, there are some more details I won't discuss, but they discussed sustainable issue related to merit and competence, infrastructure management, motivation, loyalty and stress, literacy, coproduction and collaboration, expenditure and performance.

So many studies are comparative in nature as in other sessions. So I list them: China, Germany, Italy, China, France, Nigeria, Ghana, Germany, etcetera, Sweden.

One of the most interesting case was a group of Germany, scientists were talking about the infrastructure problems and like shortsightedness and building infrastructure and it struck to me China has the city of Qingdao, which was built by the Germans a hundred years ago and to these days it is proud of the infrastructure and the solid system it has been built and it still serves as exemplary thing.
So, since then maybe Germany has changed and if it was stick to this principle it had a hundred years ago, maybe it would be different, there wouldn't be that discussion.

Anyway, so discussions are enthusiastic.
Political, economic and social assets.
Many many dimensions. So, we really had agreements and very nice discussions.

So, I will have some brief observations and comments. He watches time for me, three minutes you give me a signal. So observations, this is a wonderful platform for scholars and the practitioners from around the world to discuss government and policy issues and public sector practices. Some mayors, like other countries say really told us very interesting and amazing experiences and we could quickly learn to use that.

And then there is a rich array of information and good ideas have been shared and good number of excellent papers has been presented and some of rapporteurs have already given to me four, five good papers. So, I'm going to work with Andrew and maybe I don't know how he is going to review, how rigorously he is, but our rapporteurs sent good papers, so we work together to get them published.

So, extensive attention. This conference, everybody is talking about SDG s Sustainable Development Goals. So, I think it really brought attention into China and the experiences and we shared implementation strategies. And also it attracted China's high level attention to IIAS and IASIA work.

Multiple Ministers came, not on ceremonial purposes.
They came and they really enthusiastically throughout their experiences and their examples and their proposals, they actually participated in the intellectual discourse. This never happened before. Multiple Ministers, each Minister is a big guy in China because of the size of the country, they are all very busy. So, I told now to pay good attention to administrative practices from the world.

And also gave China an opportunity to display its reform achievements. I won't say a showcase, but there are some good experiences, sustainability efforts. China made great efforts and for real in the recent years. In the past 20 years there have been many policies, but the enforcement and the implementation has been a little week, but this is completely different now.

And they talked about the opportunity to have a close look at interaction with international experiences and greatly improve the reputation of China'S west, Chengdu. Many of you haven't been here before. Like me, before I came here I thought it was a western, remote, backward city and all of I found is pretty advanced, cutting-edge and there are a lot of international interactions.

And many institutions of higher learning and our IASIA President and his team, they did a lot of work. So, they have their half an hour reward getting to those.
And then, a set of new research, action topics have been identified.

So, like future research agenda I quickly put those together, made a small list.
So, how to spread the SDGs value and implementing SDGs Sustainable Development Goals and how to improve and innovate a new global governance capacity through education, leadership training, innovation incubation, infrastructure building etcetera, until last one. And also, further improve the governance of our cities and communities.
We really need to bring those efforts to the grassroots level and making a difference.

And then, now we are talking about sustainability and not only talking about environmental sustainability, ecological sustainability, but also governance sustainability, human organization sustainability. Then we are talking about learning and transferring learning experiences at all levels.

There are many other more and I think because of the time I won't be able to put it together, but we will work together to come up with a full report to our Presidents and our organization. So, the last sentence, you know, “ changing world, everything is changing, the most dangerous route is not making changes, but not to make changes ”. I think I will conclude right there.
