From a presentation. I understand the concept of sanatoria but wondered how to say this specific term in a concise way.

I think the situation here is that a building up for sale is in contravention of the building regulations. The sale can go ahead but at a lower than market value if the property conformed with the building regulations. The amount of the devaluation can be calculated according to three DISTINCT scenarios:

costo sanatoria - here "sanatoria" is synonymous with "condono edilizio" - a cheap way the Italian government uses to fill its coffers by "giving an amnesty to illegal builders who agree to pay fines". In the UK it appears to be much more difficult for a sale to go ahead without the appropriate building permits, whereas the practice doesn't seem to be too uncommon in the United States.

ripristino - here the devaluation refers to the cost required to make the necessary changes to building so that it conforms with the existing regulations.

accordo  philgoddard: I think it means the same as "ripristino" - the two phrases in Italian could be translated as one in English .
