To be honest - Directorate General gives more the idea of a governing body for Careers Guidance and Training whilst the General Directorate gives the idea of a list or manual regarding this subject - it all depends on which concept you wish to express - just take a quick glimpse at Google with both terms and you'll get what I mean... :)
