Sentence:
"Nel rispetto delle superiori prescrizioni, il presente decreto autorizza un impianto per la produzione di energia."
I can't work out if "superiori prescrizioni" refers means "the ABOVE SPECIFICATIONS" or something like "the HIGHER SPECIFICATIONS". Can anybody help?

In other words when you talk about decrees you must refer to "secondary legislation" or "normativa primaria" (http://www.acri.it/3_fond/3_fond0046.asp) and when you talk about laws you must refer to "primary legislation" or "normativa primaria" (http://www.acri.it/3_fond/3_fond0040.asp).

Because to say "ABOVE" in Italian we usually say "SUDDETTO/SUDDETTI" o "SUMMENZIONATE" o "SOPRARIPORTATE".. though Jim found a similar case.. I found an opposite one:
