mandando per doesn't seem to make any sense!

(il giudice) fissa l'udienza del 4.05.06 alle ore 13,30, mandando al ricorrente per la notifica del presente decreto entro otto giorni da oggi.

Legal notices are usually delivered by a bailiff not the plantiff
