I\'m assuming that the quorum requirements are different for the purposes of the valid constitution of the meeting and for passing valid resolutions (given that the phrase is in the plural)
I would normally change the order and say something like \"the meeting is quorate when xxxx shareholders are in attendance etc\".
If you need a noun, I would stick with quorum for constitution of the meeting and quorum for resolution purposes. Perhaps someone else has a better solution.
