Nella scheda di commento del Servizio Crediti si legge che il rapporto è "sostanzialmente regolare con utilizzi pieni. Nel complesso Centrale Rischi tesa con utilizzi tendenzialmente crescenti".

Le virgolette sono nell'originale. Any suggestion?

The sentence does not read very well and I am trying to imagine the background context.

However, my deduction is that: 1) the document is addressed to management of a bank and 2) it refers to a specific corporate borrower.

That is, the customer/borrower is almost fully using the credit lines available to it from the banking system or the individual bank (depending on the intention of the memo).

Centrale Rischi is the central register (national) of the debt obligations of companies and individuals above a certain value. I think that in this case you could use the Italian name - with a footnote if required.
