A white certificate, also referred to as an Energy Savings Certificate (ESC), Energy Efficiency Credit (EEC), or white tag, is an instrument issued by an authorized body guaranteeing that a specified amount of energy savings has been achieved. Each certificate is a unique and traceable commodity carrying a property right over a certain amount of additional energy savings and guaranteeing that the benefit of these savings has not been accounted for elsewhere.

In Europe several countries have implemented a white certificate scheme or are seriously considering doing so. Italy started a scheme in January 2005; France a year later.

I certificati bianchi, o più propriamente Titoli di Efficienza Energetica (TEE), rappresentano un incentivo atto a ridurre il consumo energetico in relazione al bene distribuito.

Istituiti in Italia con i DD.MM. 20 luglio 2004 elettricità e gas, ed entrati in vigore nel gennaio 2005, i certificati bianchi consistono in titoli acquistabili e successivamente rivendibili il cui valore è stato originariamente fissato a 100 €/tep[1], valore soggetto a variazioni stabilite anche in funzione dell'andamento del mercato. Il valore energetico di un tep è comparabile col consumo annuale di energia elettrica di una famiglia media.[2]
