They are referring to the last 2 years of secondary/high school, are they not? The first 3 years are compulsory, then you have the last 2 that prepare you for university, should you wish to carry on.
If you just put secondary/high school then that includes all 5 years of high school, so where would the "superiore" fit in?

By the way, both "upper secondary" and "upper high" get ghits and some even refer to it as simply "upper school".
