I pareri sull’efficacia delle politiche agrarie non furono del tutto concordi soprattutto in Italia dove, per la struttura dell’agricoltura, gli interventi avrebbero interessato solo zone marginali che non producevano eccedenze. Vi è certezza invece che la revisione dei meccanismi di intervanto abbiano fatto sì che gli agricoltori non potessero più produrre “per l’ammasso”, ma dovessero produrre essenzialmente per il mercato, altrimenti i prezzi garantiti venivano diminuiti e le garanzie d’intervanto scomparivano e venivano limitate.
