I think the verb to acknowledge makes here better sense than what the dictionary says (to notice, to observe, to establish)

fa constatare in my opinion involves the rest of the assembly (people), where the president tells them that everything is ok. To place on record would be a written activity of the president, therefore something different

I believe you are transalting minutes from a meeting. This is how I would put it.
Constata = ascertain / determine;
fa constatare - literally "has the other persons present ascertain"
