If you live in traditionally Welsh-speaking parts of Wales, then the kids learn the language. It certainly enriched my education, and my own children seem to be doing fine. Having said that, this has been a bone of contention for decades. If the children are young, it shouldn't be any more of an issue than, say, learning through the medium of Norwegian in Norway. If they're joining late, in secondary school, then it can be a problem.
