I'm having great difficulty reconciling the plural nature of the first part of the sentence "Die Anforderungen stellen sich so dar" with the singular idea expressed in the second part. Can anyone help me out? TIA

It is required that services be ... (just to get out of the plural/singular trap)

In my opinion the problem occurs because "Anforderungen" is seldom used in the singular form. I'd consider it bad wording unless another requirement is mentioned later in the text.

.. literally the requirements made of X are such that....

Leistungen und Dienste gerecht abgerechnet werden sollen

work and services are to be settled up on a fair basis

There is a plural verb in both parts of the sentence, but maybe I have misunderstood the question.

Have suggested a less literal way of putting it.

I'd say

X is expected meet the task of billing for services and/or contributions in a fair and equitable way, that is to say, strictly according to actual usage.


Depending on what are the Leistungen, one could also say 'work performed'
