agree writeaway : too bad they don't bring back/enforce the rule making people look things up before they ask. Call me old-fashioned but I still do my own research

Thans writeaway. Yes, some of the better agencies do notice such things.
agree AllegroTrans : This is the "official" EN title on the Cameroon government website; http://www.mindcaf.cm/site/index.php/?lang=en ; however, much of the English on that site is, to put it mildly, dodgy....

Thanks AT// It looks as though it's been Google-translated. Should that be Googlated? Nonetheless, if that is what the Minister has on her business card and how she is formally introduced, she may wish to stick with it.
agree Peter LEGUIE : Yes, this seems fairly obvious.

Thanks Peter
agree Chakib Roula : Thank you for your explanation.

a) Because that's what they choose to call "cadastre"; b) Because surveys are required to produce cadastral plans.

Thanks Nathalie
neutral Nikki Scott-Despaigne : Instead of Survey, altho' I know that surveys are required, the "cadastre" is actually defined by the ensemble of the documents, which include surveys, but not only; "cadastral registry"? "land survey registry"? "Cadastral", cf. ref post, official site?

Yes, that was more an attempt at an explanation for why they used "Surveys" in the name than a defence of that choice.

Minister of State property and land affairs

agree philgoddard : Don't know why everyone is going for the other answer, as this one is perfectly good. // Actually I've just realised Cameroon's official languages are English and French, but they're still totally inconsistent about what they call the ministry in English.

Thank you Philgoddard for your insightful explanation.
neutral AllegroTrans : Your example is from the Russian Empire and not Cameroon!!

Minister of Land and State Property

The title of a government ministry needs to be as short and snappy as possible. The responsibilities of the minister all have to do with land, so "land" has to be prominent in the title. The minister also has responsibility for government property - buildings as well as land, so one needs to add "state property" or "public property" or "the public estate". The reason I am not 100% confident about this translation is that there may already be an accepted translation in (regular/consistent) use, in spite of it being unwieldy.

I would translate "cadastre" as "land registry", for which, of course, surveys have to be done. But it isn't only about surveying.
Peer comment(s):

neutral AllegroTrans : I would NOT translate "cadastre" as Land Registry; it's the Cadastral Registry (which registers the results of land surveys) and it's separate from the Land Registry (which registers ownership, mortgages etc.) in the majority of civil law countries

Official version of "cadastre"

The translation of an official title, such as the name of a Ministry, rbings the translator up against one of the standard "do no translate" situations. After all, it is a proper noun. The idea is that someone looking for the Ministry in question will not be able to track it down with an English title. Makes sense.

One exception to this would be where the official site of the organism has an official EN version. That is the case here. I would say that the rule is to be adhered to, so long as the official EN version is not a complete mess, which is sometimes the case. Professional judgment and common sense are to be used, obviously. I would suggest that the EN version of the "cadastre" as indicated below is suitable.

neutral Gordon Matthews : I find this very helpful, but am not fully in agreement with using the word "cadastral" in an English translation. It would depend on the readership. If the translation were for a general audience, I would not use the word "cadastral" without explanation.
