Special Civil Procedure

The Federal Code of Civil Procedure consists of 577 Sections (Articles) divided into four parts. .... Book Three (Special Procedures) details liquidation proceedings, demarcations and boundaries, and expropriations, closing with voluntary jurisdiction.

...in other words I´d say that in your context this phrase refers to someone who has some academic merit in this area.
