ARTÍCULO 6.- Régimen de las participaciones.
1. Las participaciones sociales no tendrán el carácter de valores, no podrán estar representadas por medio de títulos o de anotaciones en cuenta, ni denominarse acciones.

See my note above. For Regimen, provisions or rules governing will do fine. Another way of translating 'participaciones' is 'capital interests' or 'capital holdings' which you could use here for participaciones. As mentioned, nobody really has a very adequate translation for this because in English speaking countries they are all shares of one sort or another, which would be fine except for the fact that in Spain the estatutos usually provide that you cannot call them shares. I actually call them 'capital shares' on the basis that they really approximate to a type of 'share' and would argue that the term 'share' is not the same as 'capital share'. But when I use this term I have a standard 'translator's note' explaining why this term is used.

As it's a title, you can be a little liberal in the translation of "Régimen de participación" and set the scene for the niceties of what follows with a view to avoiding the (confusing) use of 'shares.

You shouldn't use words like "shares" or "shareholders". I personally like "stakeholders" and "participations".
